OverviewThe East African Community (EAC) is the regional inter-governmental organisation of the 6 Partner States, namely the Republics of Burundi, Kenya, Rwanda, South Sudan, the United Republic of Tanzania, and the Republic of Uganda, with its headquarters in Arusha, Tanzania. The EAC mission is to widen and deepen economic, political, social and cultural integration to improve the quality of life of the people of East Africa through increased competitiveness, value added production, trade and investments.
To achieve these objectives, the key building blocks are the Customs Union, Common Market, Monetary Union and ultimately the Political Federation. The EAC started a fully-fledged Customs Union in January, 2010 and implementation of the Common Market in July, 2010 while the East African Monetary Union Protocol (EAMU) was signed in November 2013 and is under implementation.
The Secretariat therefore invites applications from highly motivated and result-driven professionals who are citizens of EAC Partner States to apply for the project positions tenable at the EAC Secretariat detailed below:
Position: STATISTICIAN - AGRICULTURE, FOOD AND NUTRITION STATISTICS EXPERT(REF: EAC/HR/2018-2019/12)
Job Grade equivalent: P2
Job reports to: Project Manager
Job Purpose: To coordinate the development and harmonization of the compilation practices of Agriculture, Food and Nutrition Statistics for the EAC Partner States to meet the data requirements for monitoring Agriculture sector and food security and Nutrition in the East African Community; and enhance the availability of timely, reliable, and comprehensive Agriculture, Food and Nutrition Statistics for the Community.
Duties and responsibilities:
- Coordinate the updating/revision of the EAC regional guidelines/ regulations for compilation of national and regional Agriculture, Food and Nutrition Statistics, taking into account the international manuals, practical guides and best practices;
- Build capacities of National Statistics Offices and MDAs in compilation of Harmonized Agriculture, Food and Nutrition Statistical data;
- Create a mechanism for compilation of Agriculture, Food and Nutrition Statistics;
- Create a framework for generating historical data for the regionally harmonized Agriculture, Food and Nutrition Statistics;
- Update and maintain a comprehensive EAC Agriculture, Food and Nutrition Statistics database;
- Update and maintain the EAC RegionSTAT database:
- Provide a platform for comprehensive exchange of experiences and sharing the regional capacities among EAC Partner States;
- Develop a framework for ensuring compliance to regionally harmonized compilation practices;
- Create a framework for generation of regional Agriculture, Food and Nutrition Statistics
- CreateamechanismforgenerationofhistoricaldataseriesofAgriculture, Food and Nutrition Statistics;
- Develop a framework for ensuring compliance to regionally harmonized compilation practices;
- Facilitate Partner States to adopt the implementation of the Agriculture, Food and Nutrition Statistics guidelines and the relevant manuals necessary for generation of robust Agriculture, Food and Nutrition Statistics;
- Develop a comprehensive Agriculture, Food and Nutrition Statistics database;
- Develop and maintain a regional food balance sheet
- Facilitate the creation of a platform for comprehensive exchange of experiences and sharing the regional capacities among EAC Partner States;
- Provide technical backstopping to Partner States at various stages of Agriculture, Food and Nutrition Statistics compilation;
- Identify challenges in the harmonization process and suggest options for addressing them; and
- Perform any other duties as shall be assigned by the Project Coordinator.
Qualifications and experience
- A Masters degree in Statistics or Economics or equivalent qualifications from a recognised University/ Institution;
- Relevant working experience, with at least 8 year in compiling Agriculture, Food and Nutrition Statistics at national, regional or international organization level, 3 of which must be at senior level; and
- Working knowledge in compilation of Food Balance Sheet, CountrySTAT data, Food and Nutrition Statistics at least national level or regional level is an added advantage.

Position: COMMUNICATIONS AND ADVOCACY EXPERT (REF: EAC/HR/2018-2019/13)
Job Grade equivalent: P2Job reports to: Project Manager
Job Purpose: to develop and implement a communications and advocacy strategy for the EAC Statistics Development and Harmonisation regional Project; and support the National Statistics Offices’ (NSOs) communication strategies. The communication strategy will set the framework for a statistics community-wide mainstream and social media visibility.
Duties and responsibilities
- Design a communications and an advocacy strategy for the EAC StatDHRP, and also an action plan for the project identifying key developmental issues to prioritize advocacy and awareness raising efforts;
- Liaising with media practitioners and the public on issues of mutual concerns
- Developing publicity materials and management of web site content;
- writing and editing statistical stories on topical issues, including media supplements, documentaries, press release and media features;
- Handle matters relating to public relations, information output, press releases and media requests, social media and/or advertising;
- Support in identifying statistical success stories and other themes that can be used in communication campaigns both at regional and national level;
- Support the NSOs to enhance their media and online presence and dissemination of information;
- Advise on and support the organization of publicity/outreach for the project, knowledge-sharing events and promotional opportunities;
- Organize events with the public/stakeholders to increase product awareness or knowledge on project activities or recent developments;
- Manage information output, by handling incoming requests for information from media outlets;
- Proofreading and fine-tuning of texts and materials to make them understandable and interesting to the targeted audience; and
- Perform any other duties as shall be assigned by the Project Coordinator.
Qualifications and experience
- A Master’s degree in either Communications; Mass Communication; Public Relations; Journalism, and related studies;
- A minimum of 8 years of experience with a proven professional record in working in the field of Corporate communication in a reputable organization, 3 of which must be at senior level;
- Experience in the usage of media technology, social media for public information/advocacy, and good knowledge and experience in handling of web-based management systems; and
- Experience at the national or international level in public relations, corporate communication or advocacy would be an advantage but not a requirement; and
- Understanding of official statistics would be an added advantage.
Competencies and skills
- Advanced skills in graphic design and desktop publishing;
- Ability to produce a wide range of communication supports, including infographics, presentations, videos, and layouts for both web and print.
- Fluency in English;
- Excellent communication skills;
- Excellent Team-work oriented and interpersonal skills; and
- Excellent analytical skills.

Job reports to: EAC Competition Authority Commissioners
Job Purpose:
The Registrar, EAC Competition Authority shall be the Chief Executive Officer of the EAC Competition Authority and be responsible for the day to day management of the EAC Competition Authority subject to the directives of the Council of Ministers and the EAC Competition Authority Commissioners.
Duties and Responsibilities:
The Registrar, EAC Competition Authority shall perform the following functions: -
- Will be the Chief Executive and Accounting Officer of the EAC Competition Authority;
- Will be the Secretary to the EAC Competition Authority Commissioners;
- Provide advice to EAC Competition Authority Commissioners, on key strategic, legal and economic matters;
- Manage staff of the EAC Competition Authority and provide strategic direction;
- Initiate and coordinate development of policies and strategies on competition matters in EAC;
- Represent the EAC Competition Authority in industry and Government, regionally and internationally in competition regulation matters;
- Work and cooperate with Partner States competition authorities, consumer protection agencies and other stakeholders on matters of competition policy and consumer protection;
- Establish systems, procedures and institutional processes of the EAC Competition Authority;
- Work to raise the profile and public perception of the EAC Competition Authority;
- Develop mechanisms and systems for enforcement of EAC Competition Act, 2006, in the EAC Customs Union and Common Market;
- Establish strategic collaboration and partnerships with national and international competition agencies on matters related to competition and resource mobilization;
- Liaise and work closely with other EAC organs and particularly the Secretariat on policy and Budget development and execution;
- Present Board papers to the EAC Competition Authority Commissioners in regard to operations of the Authority;
- Develop and present Reports to the Council of Ministers and EAC Competition Authority Commissioners from time to time;
- Ensure that the Strategic and annual work plans are formulated and implemented in line with the EAC Competition Act, 2006; and
- Undertake any other duties assigned by the Council of Ministers and EAC Competition Authority Commissioners from time to time in accordance with the provisions of the EAC Competition Act 2006, EAC Competition Regulations and EAC Competition Rules.
Qualifications and Experience:
Academic and Professional Qualifications
Must at least have a Masters in Economics or Law or Business Management or a related field. Specialized training in competition matters will be an added advantage.
Working Experience
Have a minimum of fifteen (15) years’ experience in either commercial law, business management, consumer protection, trade matters or competition policy matters or a related field, eight (8) years of which must be at senior level.
Skills and Competencies:
Competencies
- Good knowledge and understanding of the EAC economic integration agenda.
- Excellent oral and written communication skills and ability to influence multi-stakeholder processes;
- Excellent analytical skills particularly in interpreting, using, analyzing and presenting data and evidence; and,
- Should demonstrate knowledge in competition policy, consumer protection, trade and industry matters.
