BACKGROUND AND PURPOSE
The Kigoma Joint Programme (KJP) is an area-based UN joint programme that operates across multiple sectors to improve development and human security in Kigoma. The programme involves 16 different UN Agencies and was developed in cooperation with the regional and district authorities based on the development needs of Kigoma and the capacities of the UN in Tanzania. The 16 participating UN agencies are cooperating across to achieve 6 outcomes/themes which are: Improve access to sustainable energy to reduce environmental degradation; Youth and women’s economic empowerment; Eliminate violence against women and children; Improve education with a focus on girls and adolescent girls; Improve access to WASH (Water, Sanitation and Hygiene); and Agriculture.
The KJP agriculture theme comprises the World Food Programme (WFP), the Food and Agriculture Organization (FAO), the International Trade Centre (ITC), and the United Nations Capital Development Fund (UNCDF). The KJP-agriculture takes a value chain-centric approach to maize, beans and cassava production and marketing, seeking to identify and address challenges smallholder farmers face in Kigoma Region. WFP is the lead agency of KJP-agriculture.
The KJP Programme Officer will support coordination and implementation of the KJP agriculture theme in close collaboration with agency focal persons. The incumbent will be hired by the World Food Programme and operate under the direct supervision of the WFP Refugee Coordinator and with technical supervision from the Head of WFP Smallholder Farmers Unit (KJP Agriculture Theme Lead).
KEY ACCOUNTABILITIES (not all-inclusive)
- Provide guidance to the KJP agriculture partners in the development of and implementation of their respective activities.
- Provide coordination to ensure a smooth transition between the various activities performed under the programme by leading technical inter-agency coordination meetings.
- Hold regular meetings at field level with the KJP agriculture partners to meet the changing needs and expectations of partners, allowing all partners to actively participate in and contribute to decisions and adjustments needed.
- Manage the process of data collection and report submission from the UN partners. Compile, analyze and produce consolidated reports. Ensure the implementation plans, quarterly and annual budgets, progress reports and program documents are regularly updated and meet quality standards for internal use and external dissemination.
- Act as a point of contact for resolution of diverse operational queries and problems with regards to implementation of the KJP. Flag to the KJP Agriculture Theme lead any design or operational issues and provide a field-based perspective to facilitate a resolution.
- Represent the KJP agriculture theme at various fora such as trade fairs, workshops, exhibitions and organize donor and other stakeholder field visits.
- Support and follow up on the capacity building needs of cooperating partners and national government under the KJP, as needed.
- Serve as a daily focal point for public and private sector stakeholders.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
• At least three years of postgraduate experience in project management and value chain analysis with a strong focus on development activities.
• University degree in one or more of the following disciplines: economics, agriculture, business administration, or a field relevant to agricultural value chain management.
• Demonstrated knowledge of SMEs, pro-smallholder procurement and commercial agriculture models.
• Demonstrated ability to provide consistent and timely services to meet the changing needs and expectations of partners, allowing clients to actively participate in and contribute to decisions that are relevant to their needs. Makes adjustments to services as required.
• Experience working in rural Kigoma or other rural areas in Tanzania is a plus.
